Murph and Newton's friendship is one of the more unique aspects of the comic strip known as Cosmos: they are cat and mouse characters that have never once existed in an adversarial or Tom and Jerry / Roadrunner and Wile. E Coyote predator-prey relationship. From the very start, they were allies and best friends, united against both the Dog Next Door and the oppressive nature of those annoying car-driving, house-dwelling creatures who are always telling them what to do! The very atypicality of their alliance is possibly what Newton may be picking up on in this comic - given his often jittery, jump-to-conclusions mindset, Murph suddenly slipping his chain (or losing his mind) is a remote but nigh-unthinkable possibility for our favourite pink rodent; one that apparently plays on his mind now and again.... such as during the full moon. Just be thankful Murph isn't taking the whole thing seriously, buddy, or you really would have something to worry about!
